New Policy Regarding Eighth Grade Participation in High School Interscholastic Activities
- Beginning with the 2026-27 school year, Iowa schools may allow eighth-grade students to participate in certain high school activities. After careful discussion, the Regina School Board approved a policy that allows this opportunity in limited circumstances while maintaining our commitment to strong junior high programs and thoughtful, student-centered decision making.
  This policy does not mean that all eighth-grade students are eligible to participate at the high school level. Participation will remain the exception rather than the expectation and will be considered only when specific criteria are met.
  An eighth-grade student may be considered for participation when:
  The student can make a meaningful varsity contribution.
  The student is needed to complete the roster of a junior varsity or freshman/sophomore team that otherwise could not operate.
  No junior high opportunity exists for that activity.
  Participation will not be approved simply to provide additional practice opportunities or to place a student on a high school roster.
  Every recommendation begins with the varsity head coach or director and is reviewed by school administration. Students must also demonstrate academic, physical, and emotional readiness, and all required approvals and documentation must be completed before participation begins.
  Regina remains committed to preserving meaningful participation opportunities for junior high students. The impact on junior high programs will be carefully considered before any approval is granted.

- Does this policy mean all eighth graders can play high school sports?
  No. Participation is intended to be the exception, not the expectation. Students are considered individually and only when specific eligibility criteria are met.
- Can parents request that their child move up?
  Parents are welcome to discuss their child's development with a coach, but recommendations for high school participation begin with the varsity head coach or director based on the established criteria.
- Can an eighth grader participate on both a junior high and high school team in the same activity?
  No. Once an eighth-grade student competes at the high school level in an activity, they may not participate at the junior high level in that same activity and vice versa.
- Will eighth graders replace high school students?
  The purpose of the policy is not to replace older students. Coaches and administrators will carefully consider team dynamics, student readiness, and the impact on all participants before approving any placement.
- Will this eliminate junior high teams?
  Maintaining strong junior high programs remains a priority. Regina's guidelines specifically require administrators to consider the impact on junior high participation before approving any eighth-grade student for high school competition.
- Does approval in one activity guarantee approval in another?
  No. Each activity, season, and student is evaluated independently. Approval for one activity does not establish a precedent for future participation.
- Who makes the final decision?
  Recommendations are made by the varsity head coach or director and reviewed by high school administration. All required approvals and documentation must be completed before participation is allowed.
- How does this affect summer sports?
  All graduating eighth graders are allowed to participate in summer sports with the high school. Graduating seventh graders (to-be graders) are not. For the purposes of this policy, graduating eighth graders will be treated as current high school students and do not need to complete the approval form or supplemental provider attestation.
